Fix backward wording in description for new direct encounter option -- The option is to Disable direct encounters, so turning it On prevents them from occurring and leaving the option Off allows the direct encounters; the option description was corrected only.

Enable stars to appear/disappear during hour change, similar to ship lights now dynamic.  Used to be stars only appeared if loading sea during night hours, but if staying in sea from day, they would not appear unless leaving and loading scene anew.
