Maelstrom Update

Visual Studio 2017 compiler bug fix released, so recompiled memory and video libraries, then recompiled Maelstrom

Faster control lookup

Fix character teleport on characters when same locator used; now will teleport to a proximate space, instead of meshing into one spot

Fix new game (when not yet saved) bug when reload cannons does not show correct ammo icon

Fix mouse control problem at sea after a DirectX reset when in windowed mode (e.g. Ctrl-Alt-Delete, then Cancel)
